Each club may nominate one Lion for this award. Minimum standards to qualify for the Lions District 2-E2 Grassroots Lion award are:
- An active member in good standing of a club in good standing.
- Outstanding and dedicated service to Lionism
- Service to the community and his/her club.
- Has not achieved the office of Vice District Governor
